40 million tugboats wouldn't be able to supply the force necessary to move one of the plates.
And please, have you ever been to Africa? there's a reason they'll sell themselves into slavery, risk their lives, prostitute themselves, kill, cheat, and rob, to get out of there. It wouldn't be long after 'joining' the continents that you'd have the same corruption, lawlessness, and misery that they're trying to get away from.
